Job description

About the Role:

We are seeking a highly experienced and proactive HSE Manager to lead all health, safety, and environmental initiatives for a major construction project in Ras Al Khaimah. The successful candidate will be responsible for implementing and enforcing the highest safety standards in full compliance with UAE regulations, RAK authority requirements, and CITIC Construction’s global HSE policies.

Key Responsibilities:

  • Lead and oversee all aspects of site safety management, ensuring strict compliance with UAE HSE regulations, RAK authority mandates, and CITIC Construction HSE standards.
  • Develop, implement, and maintain comprehensive HSE plans, risk assessments (JSA/HIRA), and emergency response procedures.
  • Conduct regular safety audits, inspections, and monitoring activities to identify hazards and ensure corrective actions are implemented.
  • Organize and deliver site safety inductions, toolbox talks, and specialized safety training for employees and subcontractors.
  • Lead incident and near-miss investigations, ensuring root cause analysis and timely reporting in accordance with legal and company requirements.
  • Act as the primary liaison with RAK Civil Defense, RAK Municipality, and other local safety authorities for approvals, inspections, and compliance matters.
  • Prepare and submit weekly/monthly HSE performance reports, statistics, and management presentations.
  • Promote a strong safety culture across the project through continuous engagement, campaigns, and recognition programs.

Skills

Qualifications & Requirements:

  • Bachelor’s Degree or Diploma in Engineering, Occupational Health & Safety, or a related field.
  • Minimum 10 years of HSE experience in the UAE construction industry, with at least 3 years of direct experience working on projects in Ras Al Khaimah (RAK).
  • NEBOSH International General Certificate (IGC) is mandatory.
  • OSHAD (Abu Dhabi) practitioner/auditor certification or equivalent UAE HSE certification (e.g., Dubai Civil Defense approved certification) is required.
  • ISO 45001 Lead Auditor certification is highly preferred.
  • Prior RAK Civil Defense or RAK Municipality safety approval/registration is a significant advantage.
  • In-depth knowledge of UAE federal and local (RAK) HSE laws, construction safety standards, and best practices.
  • Strong leadership, communication, and crisis management skills.
  • Proficiency in MS Office and HSE management software/systems.

Salary Range:

AED 20,000 – AED 22,000 per month (commensurate with experience, certifications, and RAK-specific expertise).

Job Type: Full-time

Pay: AED20,000.00 - AED22,000.00 per month
