Director of International Cooperation - Public Policy and Diplomatic Affairs Position Overview We are looking for a strategic and experienced Director of International Cooperation to lead departmental initiatives related to international organizations and public policy execution. Based in Dubai, this executive-level position is responsible for aligning operational strategies with national objectives, enhancing international collaboration, and ensuring the country's compliance with global agreements. The ideal candidate will have deep expertise in diplomacy, strategic planning, and international relations, with a strong focus on performance management and stakeholder engagement. Employment Overview Job Location: Dubai, UAE Industry: Government Relations Function: Public Policy Salary: 28000-35000 monthly (Market estimated) Gender: Any Candidate Nationality: Any Candidate Current Location: Any Job Type: Full Time What You'll Do * Lead the implementation of public policy and diplomatic files to fulfill the country's obligations under international law * Supervise multiple sub-units within the department to ensure efficiency and eliminate overlapping functions * Develop and monitor strategic and operational plans in line with national cooperation goals * Maintain and manage a comprehensive portfolio of international organizations and related national initiatives * Track performance indicators, conduct department reviews, and submit annual reporting to senior leadership * Cultivate strategic relationships with external international partners and drive internal culture of excellence * Oversee policy execution related to global institutions and coordinate with domestic agencies for alignment * Lead the design and continuous improvement of operational procedures, KPIs, and departmental quality standards * Manage core administrative activities such as budgeting, planning, reporting, and service delivery oversight * Foster a collaborative and continuously learning team environment that supports innovation and accountability Candidate Requirements * PhD in International Relations with a minimum of 4 years of leadership experience OR Master's degree with 7 years OR Bachelor's with 10 years in international cooperation or policy roles * Strong track record in policy leadership, international relations, or strategic planning in a public sector environment * Proven ability to navigate complex stakeholder ecosystems across global and national entities * Expertise in administrative management, public diplomacy, and compliance with international frameworks * Excellent written and verbal communication, planning, and team-building skills Life at Dicetek Dicetek empowers change at the intersection of technology, governance, and international cooperation.
